HB 139: VOTING – Amends existing law to revise provisions regarding the conditions under which a voter may cast an absentee ballot and how a voter may receive an absentee ballot application.
Amends Idaho Code sections 34-1001 and 34-1002 to restrict absentee ballot eligibility to specific circumstances (military service, illness, work/school, religious missions, out-of-county second homes, age 65+, mail precincts) and prohibit misrepresentations of eligibility. Prohibits unsolicited or prefilled absentee applications.
