Adds new Chapter 68 to Title 33, Idaho Code, establishing the 'Protecting Campus Free Speech in Higher Education Act.' Prohibits free speech zones on public college campuses, protects expressive activities in outdoor areas, bans content-based security fees, requires harassment policies and free speech education, mandates reports, and provides remedies including damages up to $25,000.
