Amends Idaho Code §49-613 to revise secured load provisions, requiring covering of dirt, sand, and gravel loads on paved highways to prevent spillage (eliminating 6-inch freeboard exemption), establishing a $200 fixed penalty for violations, and mandating notifications to law enforcement and trucking industry by October 1, 2025. Declares an emergency.
