Transfers Emergency Medical Services (EMS) administration from Department of Health & Welfare to Idaho Military Division effective July 1, 2025. Creates new Chapter 9, Title 46 for EMS Act with licensing, medical director, grant funds, and time-sensitive emergency council. Repeals/revises multiple EMS statutes. Effective dates: Sections 1-49 July 1, 2025; Sections 50-52 August 1, 2025.
