Revises Idaho Code Section 33-1402 to expand school enrollment options, allowing easier transfers between districts and within districts, prohibiting discrimination in enrollment policies, and ensuring transfer students' immediate eligibility for extracurricular activities (with sports season exceptions). Declares emergency effective July 1, 2025.
