HB 25: SALES TAX – Amends existing law to provide for the distribution of certain sales tax revenues to the transportation expansion and congestion mitigation fund and to local units of government for highway projects.
Amends sales tax distribution statutes to gradually increase funding for the Transportation Expansion and Congestion Mitigation (TECM) program from $80M to $140M annually by FY2028, while guaranteeing $45M yearly to local governments for highway projects. Reduces General Fund revenue by $23M in FY2026, $20M in FY2027-28.
