Amends Section 36-408, Idaho Code, to revise deer and elk tag allocation provisions, establishing a set-aside pool of up to 3,875 nonresident deer tags and 3,200 elk tags (or 25% of total) for licensed outfitted hunters, with biennial recalculations based on historical use.
