House Bill 30 by Health & Welfare Committee repeals obsolete Criminal Justice Integrated Data System provisions, creates new Insight Integrated Data System under State Controller's Office with Data Oversight Council, and updates numerous statutory references replacing 'Department of Health & Welfare' with 'Department of Environmental Quality' across multiple code sections.
