Repeals existing lobbyist provisions in Title 67, Chapter 66, and establishes new Chapter 7, Title 74 governing lobbying disclosure. Updates definitions, registration, reporting requirements (monthly/weekly), exemptions, enforcement by Secretary of State, and related code references. Declares emergency effective July 1, 2025.
