Reorganizes Idaho's lobbying laws by repealing existing provisions in Title 67, Chapter 66 and creating new Chapter 7, Title 74 governing lobbyist registration, reporting, exemptions, and enforcement. Updates definitions to include indirect lobbying, requires monthly reports and online filing, and declares emergency effective date of July 1, 2025.
