HB 400: DIRECTED BLOOD PRODUCT TRANSFUSION – Adds to existing law to establish provisions regarding directed blood product transfusion.
Adds new Idaho Code §39-3704 to allow patients to provide their own or directed donor's blood products for transfusions through federally compliant establishments. Providers cannot prohibit except in cases harmful to donor/patient, insufficient time, or emergencies. Grants liability immunity absent gross negligence. Effective July 1, 2025 as emergency measure.
