HB 401: SERGEANT KITZHABER MEDICAL CANNABIS ACT – Amends and adds to existing law to authorize the possession, transportation, and use of cannabis for medical purposes and to provide that marijuana and tetrahydrocannabinols or synthetic equivalents are Schedule II controlled substances.
Establishes the Sergeant Kitzhaber Medical Cannabis Act, creating a regulated medical cannabis program for qualifying patients 21+ with conditions like cancer, ALS, epilepsy. Authorizes possession/transport of limited medical cannabis forms via patient/caregiver cards. Moves marijuana/THC from Schedule I to II. No cultivation/sales allowed.
