Prohibits entities established or governed by other U.S. states from owning or operating Idaho's electrical transmission facilities to protect local control and energy independence. Adds new Idaho Code §61-338 with PUC enforcement and divestiture requirements. Declares emergency. Passed House 46-23; transmitted to Senate.
