HB 438: STATE CONTROLLER – Amends existing law to require that the Idaho housing and finance authority shall be subject to certain reporting requirements.
Amends Section 67-1076, Idaho Code, to require the Idaho Housing and Finance Association to submit annual administrative, financial, and debt information to the State Controller's central registry (Transparent Idaho). Establishes detailed reporting requirements, penalties for noncompliance including fines up to $500/day, tax withholding, and public notices. Declares emergency effective July 1, 2025.
