HB 456: INDUSTRIAL HEMP – Amends existing law to provide an exception for negligent violations.

Amends Section 22-1705, Idaho Code, to authorize production, processing, transportation, and research of industrial hemp under state rules compliant with the 2018 Farm Bill. Adds requirements for rulemaking, penalties, appeals, negotiated rulemaking, interstate transport exception, and safe harbor for hemp producers growing grain/fiber with THC ≤1%. Declares emergency effective July 1, 2025.
