HB 478: INDUSTRIAL HEMP – Amends and adds to existing law to provide for the sale of industrial hemp products.
Creates new Section 22-1708, Idaho Code, prohibiting sale of cannabinoid-containing food/drink products and requiring retail stores selling hemp products to obtain annual licenses from Idaho Department of Agriculture ($600 base fee + $25 per additional store). Authorizes inspections, testing, civil penalties up to $10,000, and rulemaking. Effective January 1, 2027.
