Replaces multiple outdoor recreation sticker programs (Parks Passport, OHV, snowmobile, ski parking) with single $9 vehicle registration fee. Provides free state park entry for Idaho residents. Allocates revenue: 60% parks operations, 16% OHV, 13.5% snowmobile, 10% nonmotorized trails, 0.5% cross-country skiing. Repeals/revises numerous code sections.
