Amends Section 41-1315, Idaho Code, to add exceptions to insurance discrimination and rebate prohibitions, allowing insurers to provide value-added products/services like fitness trackers or leak detectors at no/reduced cost if they mitigate risk, enhance health, or reduce claims. Declares emergency effective July 1, 2025.
