Creates the Public Education Facilities Fund for need-based grants to school districts for construction, remodel, and maintenance of core educational facilities (excluding athletics). Repeals prior school safety loan/grant programs and transfers existing funds. Prioritizes rural districts. Currently referred to House Education Committee.
