Amends Idaho Code 36-1121 to expand livestock depredation compensation by grizzly bears and wolves. Establishes a dedicated fund with $225,000 annual appropriation ($150K for confirmed claims, $75K for prevention). Pays confirmed, probable, and possible claims pro rata based on fair market value. Declares emergency clause.
