SB 1014: HEALTH AND SAFETY – Amends, repeals, and adds to existing law to establish procedures regarding required tests and blood specimen collection for infants and newborns.
Codifies long-standing newborn screening regulations into statute, requiring ocular antibiotic prophylaxis, specific disease tests (PKU, hypothyroidism, CCHD, etc.), and detailed dried blood specimen collection protocols. Repeals outdated sections, nullifies IDAPA 16.02.12 rules effective July 1, 2025.
