Establishes the 'Idaho Bill of Patient Medical Rights' codifying patient protections including right to refuse vaccines/treatment, informed consent for experimental drugs, non-discrimination in care, and prohibiting government from mandating lockdowns/masks or promoting experimental vaccines. Redesignates enforcement section and declares emergency effective July 1, 2025.
