SB 1031: PUBLIC HEALTH DISTRICTS – Amends existing law to revise certain powers and duties of district boards of health.
Amends Section 39-414, Idaho Code, to limit powers of district health boards to actions specifically authorized by state law, necessary/reasonable for public health, and supported by scientific evidence. Requires county commissioner approval for district-wide orders within 7 days, limited to 30-day periods. Declares emergency effective July 1, 2025.
