Revises Idaho Code provisions on cloud seeding by amending existing law and adding new sections for definitions, authorization/reporting requirements, state fund usage restrictions, and liability protections. Requires annual IWRB reports on operations, environmental impacts, public engagement, and effectiveness. Currently transmitted to House Resources & Conservation committee after unanimous Senate passage (34-0).
