Revises various recreational vehicle fees including vessels (to $21+), invasive species stickers, snowmobiles (to $46.50), OHVs (to $20), parking permits (to $32.50), and increases vendor handling fees to $2.50. Establishes OHV law enforcement program and off-road motor vehicle account.
