Amends Idaho Code § 47-314 to revise Oil and Gas Conservation Commission membership requirements, changing 'AND' to 'OR' for degree/experience qualifications to expand applicant pool. Limits local government restrictions on oil/gas extraction while preserving public safety protections. Declares emergency effective July 1, 2025.
