Repeals existing Section 39-118A, Idaho Code, and establishes new comprehensive statutory provisions for permitting, construction, operation, and closure of cyanidation facilities used in ore processing. Nullifies specific IDAPA 58.01.13 rules and declares an emergency. Signed into law as Chapter 228.
