HB 504: IDAHO STATE LOTTERY – Amends and adds to existing law to prohibit bulk lottery ticket purchases.
HB 504 prohibits bulk lottery ticket purchases over $5,000 in any 24-hour period by any person or group acting in concert. It adds definitions to existing law, creates enforcement powers for the Idaho Lottery including prize denial and investigations, and penalizes retailers who knowingly facilitate violations. The measure passed both chambers with strong majorities, was signed by the Governor on February 26, 2026, and takes effect July 1, 2026. All costs are absorbed within the Lottery's current budget.
