It restricts bicycle and pedestrian facility improvements to those providing only secondary benefits to such projects, those receiving federal funds or grants, or those required for safety near schools, parks, or similar areas. The bill updates definitions, revises violation language, and adds limits on changing widths of certain highways. Sponsored by the House Transportation and Defense Committee, it passed both chambers, was signed by the Governor, and took effect July 1, 2026. No fiscal impact on the state general fund.
