HB 529: HEALTH CARE – Adds to existing law to establish provisions regarding certain out-of-pocket payments for health care services.
Adds new Idaho Code section 41-1854 to allow insured individuals to pay discounted cash prices for health care services out-of-pocket, counting toward deductibles and out-of-pocket maximums if documented and below plan's average allowed amount. Prohibits carriers from restricting providers. Exempts certain plans. Effective July 1, 2026.
