Amends Section 50-222, Idaho Code, to revise city annexation procedures by adding protections for non-consenting landowners, restructuring subsection numbering, and clarifying requirements for consent, notifications, public hearings, and exceptions. Protects landowners from mandatory connection to city water/wastewater services post-annexation and requires cities to cover related costs.
