Amends Section 67-827A, Idaho Code, to expand Office of Information Technology Services' control over IT equipment, services, software, data management, and telecommunications procurement. Adds requirements for technical/financial analysis, third-party options, exemptions for small purchases, and criminal background checks for IT personnel. Declares emergency effective July 1, 2026.
