Amends Section 33-911, Idaho Code, to revise the School District Facilities Fund by expanding allowable uses after priority payments, adding support for lease-purchase agreements and additional bond payments, and specifying which fund amounts offset property tax levies. Declares emergency effective July 1, 2026.
