HB 650: STATE GOVERNMENT AND STATE AFFAIRS – Adds to existing law to provide for state sovereignty, jurisdictional presumption, and a limitation on federal power.
Adds new section 67-2364 to Idaho Code asserting state sovereignty under 9th/10th Amendments, creating jurisdictional presumption favoring state over federal authority unless expressly delegated by U.S. Constitution. Lists state police powers including health, education, resources, agriculture. Effective July 1, 2026 as emergency legislation.
