Amends Idaho Code §49-420D to revise Appaloosa license plate provisions: increases vehicle weight limit from 16,000 to 26,000 lbs, redirects fees from Appaloosa Horse Club (relocated) to Appaloosa Museum and Heritage Center Foundation for horse education programs, and declares emergency effective July 1, 2026.
