Amends Idaho water law to explicitly include municipal geothermal heating and cooling as 'municipal purposes' under reasonably anticipated future needs (RAFN) provisions. Requires documentation of injection plans for non-consumptive geothermal use to preserve aquifers while enabling community heating systems.
