Adds new Section 39-1212 to Idaho Code establishing safety-related rights for foster children, including protection from abuse, safe environments, medical assessments, basic needs, court-considered visitation limits, and safe placement transitions. Requires Department of Health and Welfare to provide written notice of these rights.
