HB 788: MEDICAID – Adds to existing law to establish provisions regarding Medicaid prior authorization exemptions for certain preceptorships.
This legislation adds a new section to Idaho Code establishing a 12-month exemption from Medicaid prior authorization requirements for up to 100 eligible practitioners per year in family medicine, psychiatry, or obstetrics and gynecology. To qualify, a practitioner must provide at least 360 hours of preceptorship training to graduate medical, PA, or APRN students annually, with at least 60% of hours in rural or underserved areas. The Department of Health and Welfare verifies hours and administers the program, including possible rescission of exemptions based on claims sampling. The law became effective July 1, 2026, with a sunset date of July 1, 2030.
