Establishes Idaho Personnel Reduction Act requiring state departments to eliminate vacant full-time positions (FTP) over 180 days old and reduce budgets accordingly. Mandates detailed reporting of state employee travel expenses in annual budget submissions. Transfers 1/3 of eliminated executive FTP savings to legislative support staff for 2026-2027.
