Directs Legislative Services Office to calculate reductions from Governor's budget for personnel costs (benefits, health insurance, compensation) for state entities with 50+ full-time positions, using 5-year average of actual vs. appropriated costs. Reductions to be included in appropriation bills by Joint Finance-Appropriations Committee.
