Amends Idaho Code sections 22-2721, 34-308, and 34-1410 to revise election dates for soil conservation district supervisors (shifting 2026/2028 elections to 2027/2029), extend mail ballot mailing timeline to 45 days and shorten cutoff to 11 days, and reduce canvassing period from 10 to 9 days. Declares emergency effective July 1, 2026.
