HB 875: STATE BUDGET – Adds to existing law to provide for the Legislative Services Office to provide the Joint Finance-Appropriations Committee with a calculated reduction from the Governor’s budget document.
Adds new Idaho Code Section 67-3512B requiring the Legislative Services Office to calculate reductions from the Governor's budget for personnel costs (benefits, health insurance, compensation) for state entities with 50+ full-time positions, using a 5-year average of actual vs. appropriated costs. JFAC may apply these reductions to appropriation bills across all fund types. Effective July 1, 2026.
