Amends Section 67-827A, Idaho Code, to revise powers and duties of the Office of Information Technology Services, centralizing IT/telecom procurement control, adding cybersecurity requirements including multifactor authentication and criminal background checks for IT personnel, and declaring an emergency effective July 1, 2026.
