SB 1287: HIGHWAYS – Amends existing law to revise provisions regarding rights-of-way.
Amends Idaho Code sections 40-202, 40-203, and 40-203A to revise procedures for designating, abandoning, vacating, and validating county and highway district highways and public rights-of-way. Adds requirements for public hearings, surveys, payment documentation, and legal verification. Declares emergency effective July 1, 2026.
