SB 1297: ARTIFICIAL INTELLIGENCE – Adds to existing law to establish the Conversational AI Safety Act.
SB1297 enacts the Conversational AI Safety Act, adding a new chapter to Idaho law. It requires public conversational AI operators to disclose when users are interacting with AI, provide suicide crisis referrals, avoid mental health care claims, and for known minor users implement persistent disclaimers, ban gamification that encourages excessive use, block sexually explicit content or human-like emotional/romantic simulation, and supply parental control tools. Violations are enforceable only by the Attorney General with civil penalties up to $500,000. The measure passed both chambers as amended and was signed into law with an effective date of July 1, 2027.
