SB 1344: LEGISLATIVE AUTHORITY – Amends and adds to existing law to provide requirements for statutory authorization of all Department of Health and Welfare programs and services and all appropriations for any program, service, or activity.
Requires Idaho Department of Health and Welfare to discontinue all programs/services not expressly authorized by Idaho Code by July 1, 2028. Mandates continuous statutory compliance monitoring, adds reporting requirements, and establishes spending authority revocation/enforcement mechanisms. Clarifies appropriations do not create independent program authority.
