Appropriates additional $2,011,700 to Department of Environmental Quality for FY2027, including Triumph Mine remediation ($1.23M), IPDES program adjustments ($381,700), and 4.00 new FTP for solid waste oversight. Reduces federal funds by $181,700. Includes fund consolidation transfers for air permitting, drinking water, and $400K from hazardous waste to solid waste. Emergency clause effective July 1, 2026.
