Transfers Soil and Water Conservation Commission from Dept. of Agriculture to Dept. of Water Resources for FY2027, reducing Agriculture appropriation by $3,982,700 while appropriating $4,369,800 to Water Resources (net increase $387,100). Adds $300,000 trustee payments distributed to 50 conservation districts and $12,900 FY2026 supplemental for CREP.
