Senate Concurrent Resolution 115 states legislative findings supporting consolidation of the Soil and Water Conservation Commission (SWCC) into the Idaho Department of Water Resources (IDWR), per Governor's Executive Order 2026-01 and DOGE task force recommendations. Urges stakeholders to preserve SWCC's voluntary, non-regulatory mission and local conservation district leadership.
