Proposes constitutional amendment to Section 8, Article IX to distinguish between state endowment lands (which can be sold) and other federally granted/acquired lands, which must be held in an inviolable public lands trust, prohibiting sales but allowing legislative-approved exchanges and leasing, with revenue supporting land maintenance, counties, public access, and education.
